    Description

      There is no equivalent in package o.a.c.geometry.euclidean.twod where rotations factory is defined inside the AffineTransformMatrix2D class.

      Some clarity could be gained from having a "symmetric" design.

      Shouldn't we define a Rotation2D interface?
