Cannot transition from write survey to normal mode with replace_address

EDIT: I was trying to use both write_survey and replace_address before calling nodetool join, which are not supported concurrently.

CASSANDRA-11007 broke CASSANDRA-9740, so this patch restores the ability of leaving write survey mode with nodetool join.

Currently if you try to use nodetool join when on write survey mode you get a This node has already joined the ring message.
