Document Dataflow template support in Python SDK

https://beam.apache.org/documentation/sdks/python-streaming/#unsupported-features mentions that DF runner offering does not support Python templates.  Since templates are supported, I'll remove these lines, but also opening this issue in case we need more documentation for templates on the website.
