Description

PR8681 introduced a new flag enable_health_checker to allow Python streaming jobs running SDK versions <= 2.13 to run on Dataflow. Once Python SDK 2.13 becomes unsupported, this flag can be cleaned up, and Dataflow will always enable health checker by default.
