Disallow empty step names in ProcesBundleDescriptors

I discovered some tests were setting empty step names, when I added  a precondition check to MetricsContainerStep map when adding java SDK metrics. Remove the code which returns the the default non-stepped unbounded MetricsContainer after ensuring step names are never passed in empty or null in tests or from a runner.
